    The Government plans to introduce charges for the use of the UK road network by HGVs of 12 tonnes and over. The aim is to ensure a fairer arrangement for UK hauliers. Currently foreign-registered HGVs don't pay to use the road network in the UK, whilst UK-registered HGVs pay charges in most other European countries.

    The Government is suggesting a simple time-based user charg, of up to £1,000 per year or £10 per day for the heaviest vehicles. Charges would vary according to vehicle type, weight and axle number. The reason being is that the charging scale would be linked to the amount of damage an HGV caused to the road.

    Keepers of UK-registered HGVs would pay an annual (or six monthly) charge when they paid their Vehicle Excise Duty. Foreign-registered HGV operators could choose to pay daily, weekly, monthly or annual user charges.

    There is currently a Department for Transport Consultation open on the matter which is due to close in April 2012.
